With reference to your Despatch No. 43 of the
15th. February, 1917, I have the honour to inform you that I have had under consideration the appointment of a successor to lar. Bowen-
-Rowlands as Secretary to the Sanitary Board.
I have onquired into the claims of certain
officers at present in the Government Service and after careful
consideration I am of opinion that the appointment of a candidate
from outside the service will be for the best advantage of the Government and I have therefore subject to your approval offered
the post to Mr. C. M. W. Reynolds who I consider to be a suitable
candidate in every way.
kr. Reynolds is 28 years of age, married with
one child, and is at present on the Staff of the leading local
newspaper the Hongkong Daily Press- and has been employed for
the last 2 years as Hansard Reporter for the Government. Mr.
Reynolds will be available to commence duty on the 1st. October
next and pending your approval I propose to appoint him Secretary
to the Sanitary Board as from that date.
